Report on National Extension and Consultation Workshop on Rules and Guidelines for Private Forest Plantation Registration in Cambodia

The National Extension and
Consultation Workshop on Rules and Guidelines for Private Forest Plantation Registration in
Cambodia that was co-funded by the AFoCO project (AFoCO/012/2019: The Registration of Small-scale
Private Forest Plantations in Cambodia) and the CITES Tree Species Programme (CITES Project No. S-568:
Integrating the Development of Guidelines and Incentives for Piloting the Establishment of Small-scale Private
Dalbergia Plantations with the Determination of a Non-detriment Findings Report in Preah Vihear Province,
Cambodia) was held in Phnom Penh from 26-27 November 2020.
The workshop was organized to facilitate the development of the guidelines and incentives that would define
the conditions required for confirming tenure and registering small-scale forest plantations and raising public
awareness of those conditions among potential private sector and small-scale farmers investing in forest
plantations in Cambodia. One of the project outcomes is institutionalizing the enabling environment and the
distribution of D. cochinchinensis seedlings, which would be an essential component of efforts to ensure the
sustainable and legal domestic trade in D. cochinchinensis, and which might, with the continued expansion of
small-scale plantations, be able to be traded in international markets. To favor this, the guideline on private
forest registration has been developed, and constructive feedback on land tenures and incentives have been
collected through this national consultation workshop. The workshop was composed of presentation sessions
aimed at sharing essential information and group discussion sessions where 125 participants actively engaged
in narrowing down the guidelines.
The principal beneficiaries of the project will include (i) local communities, small- and medium-scale farmers,
landowners, and private sector companies that participated in the project; and (ii) forest resource and land use
management practitioners and planners who are involved in managing and conserving Dalbergia species.
